Ester: Are you using DSL or (gasp) dialup? If so, listen on your phone when your PC is off line, to see if there is static noise on the line. That can cause the problem you are describing.
dsl. the last apartment I was at locked in the tenants to using only one cable ISP, so since they weren't a good company, I switched to DSL, and have used it ever since. But it's been a pain sometimes. Thanks for the tip :)
